How to merge jpeg and gif image without losing the animation?

I’m trying to combine an animated gif image to a jpeg image. I want to make the jpeg image as a background. The result I want is to keep the gif animated and at the same time, combined to a jpeg image.

Can’t. JPEG doesn’t support animation. Change the JPEG to a GIF and use it.
